You came to read about the Lagos State Housing Scheme right? You should read until the end. If you’ve rented in Lagos for any length of time, you know the drill. Two years upfront. Agency fee. Legal fee. Caution fee. And after all that, a landlord who can still tell you to pack out when his nephew needs the flat.

So when people hear that the Lagos State housing scheme can put you in your own home with 5% down, the first reaction is usually suspicion. Honestly? That’s healthy. This guide walks through what’s really on offer, who qualifies, what it’ll cost you, and a few things the flyers don’t mention.

What is the Lagos State housing scheme?

“Lagos State housing scheme” is the name most people use for the government’s home-ownership programmes, run mainly by the Lagos State Ministry of Housing and the Lagos State Mortgage Board (LMB). For a first-time buyer, there are two routes worth knowing.

LagosHOMS (Lagos Home Ownership Mortgage Scheme). Launched in 2014 under Governor Babatunde Fashola, LagosHOMS helps first-time buyers purchase affordable homes through government-backed mortgage finance. It’s administered by the Lagos State Mortgage Board. The catch is the deposit: the mortgage route has traditionally required an equity contribution of up to 30% of the home’s price, with the balance repaid over about 10 years.

Rent-to-Own. Most applicants simply couldn’t raise 30%. So in December 2016 the state introduced Rent-to-Own as an offshoot of LagosHOMS. You pay 5% of the home’s value as a commitment fee, move in, and pay off the balance as fixed rent toward ownership over 10 years.

One thing to get straight before you go further, because plenty of articles online blur it… the 5% figure belongs to Rent-to-Own. If you’re going the straight mortgage route, budget for a much bigger deposit.

Who qualifies for the Lagos State housing scheme?

The official criteria are short, but each one does real filtering. You must:

  • Live primarily in Lagos State and submit a copy of your Lagos State Residents Registration Agency (LASRRA) card. Registration is free if you don’t have one yet.
  • Be a first-time buyer. You’ll swear an affidavit that you don’t own a home and haven’t been allocated state land anywhere in Lagos.
  • Be 21 or older.
  • Be tax compliant, with proof of tax payment for the last five years.
  • Pass the affordability test. Your monthly repayment can’t exceed 33% of your monthly income, according to the LagosHOMS eligibility criteria. (A 2025 Nairametrics report on the mortgage scheme put the cap at 30%, so plan to stay comfortably under 30% to be safe.)
  • Be able to pay the 5% commitment fee if you’re applying for Rent-to-Own.

Two details people often miss. First, couples can apply together as co-applicants, but you’ll take joint title and both of you must be first-time buyers. Second, you don’t need to be a salaried worker. The state has said informal-sector earners (traders, artisans, business owners) are considered, with a separate way of assessing their income.

Documents you’ll need

The application form lists the full set, and you’ll need to bring originals for sighting. Typically that includes:

  • Two passport photographs, with your name and signature on the back
  • Evidence of tax payment covering the last five years
  • Personal bank statements for the previous six months
  • Pay slips for the previous six months
  • A reference letter from your employer confirming your job title, annual salary, financial obligations and status in the company
  • A copy of your LASRRA card

Self-employed? You won’t have pay slips or an employer letter, so ask the Mortgage Board what they’ll accept instead before you submit. If your tax history is thin, the Lagos State Internal Revenue Service runs a presumptive tax for informal-sector workers (₦10,100 a year as of 2025), which is a cheap way to start building a record. Check the current form too, because requirements get updated.

How to apply, step by step

  1. Get the form. Pick it up at the Lagos State Mortgage Board office (Plot A2, NECA House, Hakeem Balogun Street, CBD Alausa, Ikeja), at the Ministry of Housing, or download it from lagoshoms.gov.ng.
  2. Pay the processing fee at the specified bank. The LagosHOMS application page lists ₦10,000, but confirm the current amount before paying. The fee applies again every time you reapply.
  3. Submit the completed form, payment receipt and supporting documents, either in person at the LMB office or online.
  4. Pre-qualification. The Mortgage Board reviews your application, which can take up to 30 days. They’ll contact you if anything is missing.
  5. Draw reference number. Approved applicants get a draw reference number and go into the allocation draw.
  6. Offer, payment and title. If you’re picked, you receive a letter of offer. Once you’ve accepted the terms and completed all payments you get a letter of confirmation, and then a deed of sublease, the document that proves you own the home.

The LagosHOMS site lists these contact numbers: 07044519311, 08124817363 and 08093061691.

The official site also strongly advises getting a lawyer to guide you through the mortgage process. Worth it. You’re signing up for ten years of payments.

How allocation works

The Lagos State housing scheme doesn’t work on first come, first served. Qualified applicants go into a draw, and selection depends on passing the eligibility and affordability checks first.

The home is meant for you to live in. Beneficiaries must occupy the home allocated to them, and subletting is prohibited. If your plan is to buy and rent it out (or flip it), this scheme isn’t built for that, and you’ll be breaking the terms of your contract. Read the Contract of Sale carefully for the exact rules on transfer and resale.

Where are the homes? (2026 update)

The state delivered close to 10,000 housing units between 2019 and 2025 and set a target of 14,022 units by early 2026. For 2026, the government says it’s prioritising completion of these schemes for low- and middle-income residents:

  • LagosHOMS Sangotedo Phase II (Eti-Osa East, about 500 units)
  • LagosHOMS Ajara, Badagry (420 units in 35 blocks)
  • Epe Housing Scheme
  • Ibeshe Phase II
  • Egan Mixed Housing Scheme (Egan-Igando)
  • Late Abdul-Wahab Oke Benson Estate

The spread matters. Supply is moving beyond central Lagos toward Epe, Badagry and Alimosho, which is where prices are still within reach.

The numbers, read honestly

You’ll often see the claim that the scheme has helped “more than 20,000 families.” The official figure is more modest: the Lagos State Mortgage Board has assisted over 20,000 residents through its mortgage and Rent-to-Own programmes, while only 312 people had reached full homeownership by 2025.

That gap isn’t a scandal. It’s arithmetic. When repayment runs for ten years, most beneficiaries are still mid-way. But it tells you something important: you’re signing up for a decade-long commitment, and that’s how you should plan for it.

It’s also fair to say not every estate has been an easy sell. BusinessDay has previously reported thousands of LagosHOMS units sitting unsubscribed, with buyers citing cost, built-in charges and bureaucracy, and some vacant units in Igando reportedly vandalised. So visit the estate before you commit.

Why the Lagos State housing scheme matters

Lagos has a housing deficit estimated at around three million units, and most residents rent. Land and construction costs keep climbing, and banks’ mortgage terms put most people out of reach. Government schemes run through the Ministry of Housing, LSDPC and LagosHOMS are one of the few routes that let a steady earner buy without a huge lump sum.

Smart tips before you apply

Do the maths first. Here’s an illustration (not an official quote). Say a home costs ₦20 million under Rent-to-Own. Your 5% is ₦1 million. The remaining ₦19 million over 120 months is roughly ₦158,000 a month, before any interest or service charges. At a 33% cap, you’d need a net monthly income of around ₦480,000 to qualify. Run your own numbers with the actual price you’re offered.

Fix your tax records now. Five years of tax evidence trips up more applicants than anything else. If you have gaps, sort them out with LIRS before you apply.

Visit the estate. Check the roads, water, power and the state of the unit itself. A cheap house that needs ₦3 million of repairs isn’t cheap.

Use official channels only. Apply through LagosHOMS or the Ministry of Housing and pay only into the specified bank. Nobody can guarantee you a slot, because allocation goes through the draw. If someone promises one for a fee, walk away.

Collect your deed of sublease. Once you finish paying, follow up for it. It’s your proof of ownership, and you can use it as collateral for loans.

Frequently asked questions

Is the Lagos State housing scheme still running in 2026? Yes. LagosHOMS and Rent-to-Own are both active, and new estates are being completed through 2026. Check lagoshoms.gov.ng for current openings.

How much do I pay upfront? 5% of the home’s value under Rent-to-Own. The LagosHOMS mortgage route has required up to 30% equity.

Can I apply if I’m self-employed? Yes. The state has said informal-sector workers are considered, with a separate method for assessing income.

Can I rent out my LagosHOMS home? No. Subletting is prohibited, and you must live in the home yourself.

Can my spouse and I apply together? Yes, as co-applicants. You’ll hold joint title, and both of you must be first-time buyers.

What happens if I’m not picked in the draw? You can reapply. You won’t need a fresh form unless your details have changed, but you’ll pay the processing fee again and swear an affidavit that your information is still correct.

Final thought

The Lagos State housing scheme won’t suit everyone. If your income is irregular, your tax records are messy, or you want a property to rent out, it’ll frustrate you. But if you’ve got a steady income, clean paperwork and enough saved for the 5% commitment, it’s one of the most realistic ways to stop paying rent to someone else and start paying toward a home that’s yours. Prepare properly, go through official channels, and treat it as the ten-year plan it is.
